Let's face it, whether in the public sector or private industry, transformation within your organization is hard!  One of the most common challenges that can cause change failure is the lack of involvement from executive leadership.   

What causes lack of engagement by executives in change efforts? 

  • Is it because executives don’t understand their role and minimize the importance of their engagement?
  • Is it that they understand the vision but not all the steps involved to get there including their active and visible support of the change?
  • Or is it as simple as executives assume that employees will automatically adapt and change when they are asked? 

All of these can be true, and often executive leaders and senior managers don’t realize they hold the keys to a solution that is free, involves little time and effort, and is guaranteed to help them succeed in any change they undertake. Come hear from our panelists about their challenges and successes in securing executive sponsorship in the Federal sector and how they are navigating the change journey within their agencies.

Panel Moderator:  David Pacheco

Mr. David Pacheco has over 35 years of experience in the federal government. His areas of expertise include: Organizational Change Management (Agile); Public Speaking and Presentation; Leadership Development; Coaching and Customer Service and Business Process Development. Most recently, he supported LargeScale Stakeholder Engagement and Change Management at the US Citizenship and Immigration Services (USCIS).  After retiring from federal service Mr. Pacheco is working with a group to develop strategies for Entrepreneurial Leadership that focuses on influencing and coaching as drivers of success.

Panelists:

Saritha Harden, Internal Revenue Service (IRS)

Saritha is a Program Manager for Organizational Change Management.  Her IRS experience is in the areas of project and relationship management within Agency-wide Shared Services (AWSS).  In her time at the IRS some of the roles she held include: Special Project Manager, where she managed the realignment of AWSS functions to multiple DCOS organizations and realigned Future State AWSS; Senior Advisor, Diversity & Inclusion, where she served as the EDI Diversity & Inclusion Advisor to develop a plan that integrated core principals into the business operations to foster inclusiveness; and Customer Advocate, serving as the inaugural advocate supporting W&I leadership in strategic planning and project development for real estate focused initiatives cultures.  Ms. Harden is a Prosci-certified change manager and has a BA in Mass Communications/Public Relations from Clark Atlanta University.

Russell Robinson, Health and Human Services (HHS)

Russell Robinson is the Senior Training & Engagement Advisor for the Program Support Center, an office within the U.S. Department of Health & Human Services.  Within the federal government, he works with leaders on being strong and inspiring, selecting and developing talent, and creating an open and safe culture.  Additionally, Russell is an adjunct professor in the University of Louisville’s College of Education and Human Development, and he is a qualitative researcher focusing on exploring and capturing the experiences of employees relating to engagement, voice, silence, and change management within the public sector.    Russell holds a Doctor of Education degree in Higher Organizational Learning from George Washington University.  He received his Master’s in Public Administration degree from American University and his Bachelor of Science in Business degree from the University of Dayton.

Sandy Scarbrough, National Institutes of Health (NIH)

Ms. Sandra Scarbrough holds a M.A. in Organizational Management, and most recently a M.S. in Yoga Therapy. She has over 15 years of experience in organizational change management, and thirteen years of experience executing change at the National Institutes of Health (NIH). Sandra also worked as a consultant for two years executing change efforts for the IRS, Department of Defense, the Center for Medicare and Medicaid Services, and NIH.
